Abstract
Uganda envisions access to education as a fundamental human right and an essential element in the national development strategy. The Pedagogic Penta-Creed advocates for a coherent approach to the education system that would enable students to develop creative potential and imagination.

Uganda, popularly known as the Pearl of Africa, boarders with Kenya in the east, Tanzania in the south, Democratic Republic of Congo in the West, Rwanda in the South West and Sudan in the north.
Important Considerations in Education for the Underserved
Low levels of literacy and numeracy. Pupils in the schools complete school without being able to read, count and communicate. The education foundation is on ‘sandy ground’ and so later work appears to be compromised.
Quality of teachers. The intellectual quality of teachers is wanting. Pre-service teacher candidates are recruited from the ‘left-over’ of the professional courses. Very few or no students choose teaching as a first choice.
Lack of resources and manpower. The lack of manpower hinders educational change. The large enrolment has resulted in the shortage of resources and the human manpower to initiate educational change is lacking.
